Permitting Manager

The Permitting Manager is responsible for managing various right of way and permitting processes for Utility Projects (long haul, fiber optic routes) nationwide.  Main responsibilities include; assist with identification of various authorities along the routes, provide oversight and implement tracking processes to monitor progress, ensure that all requirements are gathered and communicated to the engineering team, regularly follow up on permitting activities on multiple routes to identify bottlenecks and items needing focused attention.


  • Implement a tracking and reporting process to keep project stakeholders appraised of permitting activities across multiple projects.
  • Maintain a database of permit requirements for past and ongoing projects.
  • Develop and maintain a detailed permitting plan of work to accurately forecast permit acquisition efforts.
  • Permit budget tracking and forecasting.
  • Participate in meetings with city, county, state and/or federal regulators to define regulatory requirements and schedules.
  • Interface with design teams to ensure permit requirements are put into drawings and specifications.
  • Travel up to 10% of the time, for agency meetings, project team meetings, or to conduct site visits or field work.

Success Criteria

The Permitting Manger is measured on meeting engineering project deadlines and on the accuracy and efficiency of obtaining permits.  Success criteria include:

    • Meeting permitting milestones for outside plant engineering projects.
    • Oversight of the preparation and submission of permit packages to all relevant jurisdictions.
    • Maintain an up-to-date informative system for permitting and jurisdictional reporting.
    • Demonstrate a willingness to assist other departments and complete special proejcts.



  • Experience working with or knowledge of linear utility projects.
  • Field or consulting experience.
  • A Bachelor's Degree, business administration, engineering or related field.


  • 2+ year's experience in construction related industry, ideal experience would be in telecom engineering.
  • Experience obtaining federal, state, county and municipal permitting for various civil or utility projects.
  • Excellent written, verbal and interpersonal communication skills are required to effectively communicate concepts to other staff and develop and maintain relationship with clients, sub consultants, and regulatory agencies.
  • Knowledge of internet research, map software, collaboration tools, and project management software.
